Control & Compliance Unit

Following on from its inception in 2018 in order to combine two integral aspects of the organisation - Internal Audit & Procurement Compliance, this unit has rapidly developed to becoming the main internal enabler of operational and strategic Risk Management throughout Longford County Council.

 

The unit is led by an Administrative Officer with overall responsibility for the unit, the Internal Auditor, a Procurement Officer and two admin support staff.  The Internal auditor in tasked with carrying out their statutory/designated functions and responsibilities within the organisation which include:

 

·                  Preparation and implementation of internal audit plans including a strategic plan and annual work plan.

·                  Planning and performing audit assignments including risk assessments

·                  Reviewing the adequacy of controls across key departments

·                  Identifying and recommending improvement in processes and controls

·                  Risk management

·                  Conducting special assignments including value for money

·                  Audit and Compliance reports for external Bodies including the National Oversight and Audit Commission

·                  Preparation of internal audit reports for Audit Committee and Senior Management and presenting these reports to these parties

·                  Liaising with external auditors 

·                  Any other duties and responsibilities that may be assigned from time to time

·                  Review the Internal Audit Charter

·                  Data Co-ordinator for the Performance Indicators

·                  Public Spending Code Compliance & Quality Assurance Process

·                  Social Inclusion & Community Activation Programme (SICAP)

·                  Article 48 Checks in conjunction with the LEADER Programme.

 

The Internal Audit section strives to ensure that adequate internal controls are in operation to safeguard the assets of the organisation, and to ensure the accuracy and reliability of the accounting records.

 

The centralised Procurement arm of the unit is tasked with procurement compliance and education for the whole organisation, underpinning the Finance team objectives by ensuring as far as possible that value for money is achieved in a manner that is fair and equitable to all vendors.

This is accomplished through a collaborative approach of advising and guiding staff and colleagues as required and providing the necessary assurances to senior management that best practice has been adhered to.
